Hillsborough County by the numbers
- 1,574,115 residents (Census estimate, July 2025), up 7.8% since 2020. It is the largest county in Tampa Bay.
- The median home was built in 1991 (Census ACS 2020–2024), and 18.6% of homes were built in 2010 or later.
- Only 61.5% of homes are owner-occupied, so nearly four in ten are rentals. We do a lot of work for landlords and property managers.
- 8,696 new housing units were authorized by building permits in 2025, many of them in the southern and eastern suburbs.
Tampa Electric, and two other utilities in parts of the county
Tampa Electric (TECO) delivers power to about 870,000 customers across roughly 2,000 square miles of Hillsborough and parts of Pasco, Pinellas and Polk counties. The Florida Public Service Commission also lists Duke Energy Florida and Peace River Electric Cooperative as serving parts of the county, and which utility you have depends on the address. Utility rules decide how a service upgrade is scheduled, metered and reconnected, so we confirm the utility first.
Who issues your permit in Hillsborough County
- City of Tampa Construction Services inside Tampa city limits, including Seminole Heights, Hyde Park, South Tampa and Westshore
- City of Temple Terrace Building & Permitting for Temple Terrace addresses, and Plant City‘s own building department inside its limits
- Hillsborough County Development Services (601 E. Kennedy Blvd., Tampa), through the HillsGovHub portal, where state-certified electrical contractors register their license, for unincorporated communities such as Brandon, Riverview, Town ‘n’ Country, Carrollwood, Westchase and Apollo Beach
A Tampa mailing address doesn’t always mean the City of Tampa issues the permit. We check the parcel and file with the right office.
Milton’s rain and Hillsborough’s inland flooding
Hurricane Milton came ashore on October 9, 2024, and dumped 10 to 15 inches of rain on most of the county. Tampa International Airport logged 11.43 inches in one day, its second-highest daily total on record, and a gauge near Westchase measured 18.82 inches. The Hillsborough River crested at a record 38.16 feet at Morris Bridge (National Weather Service, Tampa Bay). Two weeks earlier, Helene’s surge reached 7.20 feet above mean higher high water at East Bay.
Flooding that far inland reached homes nowhere near the coast. Panels, breakers and outlets that sat in water need evaluation and usually replacement before they are energized again. If outages are your bigger worry, a generator with a proper transfer switch or interlock keeps the essentials running safely.

Hillsborough County FAQ
Do you offer emergency service in Hillsborough County? Our 24/7 emergency service covers Pinellas County. In Hillsborough County we take planned, scheduled projects and don’t promise response times, so call (727) 476-7079 and we’ll book a visit.
Who issues electrical permits in Brandon, Riverview or Town ‘n’ Country? Hillsborough County Development Services, through HillsGovHub, because those communities are unincorporated. Inside Tampa city limits it’s City of Tampa Construction Services, and Temple Terrace and Plant City issue their own permits. We pull the right one.
Is TECO my electric utility? It depends on your address. Tampa Electric is the main utility in Hillsborough County, and Duke Energy Florida and Peace River Electric Cooperative serve parts of it. Check your bill. We coordinate service work with whichever utility serves your address.
My panel got wet when Milton flooded the area. Can I just reset the breakers? No. Breakers, panels and outlets that were under water should be checked, and usually replaced, before the power goes back on. Call us to schedule an evaluation, and don’t re-energize a flooded panel yourself.
I manage several rentals. Can you handle all of them? Yes. We schedule planned work across multiple addresses, and each property can have its own Member Care Plan with safety visits and 7% off labor and materials.
