Pasco County by the numbers

  • 674,516 residents (Census estimate, July 2025), up 20.0% since 2020, the fastest growth in Tampa Bay.
  • The median home was built in 1992 (Census ACS 2020–2024), and 5.4% of homes went up in 2020 or later, the highest share of the three bay counties.
  • 17.2% of homes are mobile or manufactured homes, much more than in Pinellas or Hillsborough.
  • 75.7% of homes are owner-occupied, and 7,878 new housing units were authorized by building permits in 2025.

Several utilities, and the lines don’t follow city limits

Pasco County’s electric service-area map shows Withlacoochee River Electric Cooperative (WREC) across much of the county, Duke Energy Florida in parts of it, including New Port Richey, Tampa Electric in other parts, and a small Sumter Electric Cooperative area. Which one serves you depends on the exact address, and neighbors on the same road can differ, so check your bill before planning a service upgrade. Each utility has its own process for new service, meter work and reconnection, and we work within each one.

Permits: PascoGateway or your city

  • Pasco County Building Construction Services, through the PascoGateway portal, for unincorporated Pasco, including Wesley Chapel, Land O’ Lakes, Holiday, Trinity, Odessa and Hudson
  • City of New Port Richey for addresses inside its city limits (not every New Port Richey ZIP code is in the city)
  • City of Port Richey Development Services, plus Zephyrhills and Dade City, which run their own building departments

In unincorporated Pasco, a contractor has to register with the county before pulling permits, and state-certified contractors do that in PascoGateway.

West Pasco after Helene

Helene’s surge reached far up the Pasco coast. A U.S. Geological Survey sensor in Pasco County measured water 7.60 feet above mean higher high water (National Hurricane Center), and the New Port Richey gauge read 5.04 feet before it stopped reporting (National Weather Service). Homes from Holiday to Hudson took water, and many were rebuilt quickly afterward.

Pasco County’s own permit portal now warns buyers that many properties were renovated after Hurricanes Helene and Milton, and that they should confirm permits were pulled and inspections passed. If you are buying, or living in, a home with post-storm electrical repairs, we can inspect the panel, outlets and visible wiring and correct anything that was done without a permit.

New subdivisions and manufactured homes

East Pasco’s newer neighborhoods around Wesley Chapel and Land O’ Lakes call for EV chargers, smart panels, generator hookups and surge protection.

Mobile and manufactured homes make up 17.2% of Pasco’s housing. Service equipment, feeders and grounding on manufactured homes follow their own code requirements, and park rules may apply. We’ll explain what your home needs before anything is quoted.
