Every Treasure Island property is a flood-zone property
Treasure Island has about 6,600 residents, and its median home was built in 1970 (Census ACS 2020–2024). The city’s Building Division notes that every site in Treasure Island is in a flood hazard area and a wind-borne debris region, with a design wind speed of about 150 mph and Exposure D. Add salt air from both the Gulf and Boca Ciega Bay, and panel work here comes with considerations most mainland homes never face:
- Exterior panels and meter cans that rust from the inside out, with breakers that stick and covers that won’t latch.
- Equipment that sat in Helene’s surge in September 2024. Breakers and bus bars that were in saltwater should be replaced, not dried out and reused.
- Panels as old as the house. Plenty of pre-1974 homes on the island still have their first or second panel, sometimes a Federal Pacific or Zinsco that a 4-point inspector will write up. More on FPE & Zinsco →
- Full panels in waterfront homes that added boat lifts, dock lighting, pool equipment and extra AC over the years.
Over the counter or technical review?
Treasure Island lists an electrical panel change-out among the permits it can issue over the counter when the application is complete and no technical review is needed. That’s the fast path. The city sends the permit through technical review, and the regular process, when any of these apply:
- The home is pre-FIRM (built before 1974) or doesn’t meet the current design flood elevation, which the city defines as base flood elevation plus 2 feet.
- The value of the work is 25% or more of the structure’s value as listed by the Pinellas County Property Appraiser, or a private appraisal has been submitted.
- A stop-work order has been issued on the property.
- There are any other open building permits on the property, regardless of their value.
- The work needs floodplain review for another reason.
With a median build year of 1970, a lot of Treasure Island homes are pre-FIRM, so many panel jobs go through review rather than over the counter. That’s not a problem, but it affects scheduling and sometimes where the new panel can go, so we tell you which path to expect up front. If you have an old open permit from a contractor who never closed it out, tell us early; it can hold up an otherwise simple change-out.
What the city wants with an electrical permit
Treasure Island’s electrical permit checklist asks for the application, proof of ownership (a Property Appraiser printout or recorded deed; a Sunbiz report if the owner is an LLC or other entity), and a wiring diagram or drawings. On jobs above the state threshold, a notarized, recorded Notice of Commencement is required before the first inspection. If a boat lift is part of the job, the city also wants the lift’s cut sheet, its wiring chart and a site plan showing the main panel, the dedicated GFCI circuit to the dock and the length of the run. We prepare the package; you sign what the owner has to sign.

Storm-damaged homes and getting power back
When a home’s power has to be restored, for example after storm damage, Treasure Island uses a Building Structure Adequacy & Safety for Service Affidavit. The licensed contractor inspects the structure, certifies that it’s adequate for electrical service to be restored and that any electrical components needing repair or replacement have been permitted and inspected, and the owner signs too. Once the required inspections pass, the affidavit serves as the request for the city to release the service to Duke Energy for reconnection. We handle that paperwork as part of a storm repair. Isle of Capri, Paradise Island and Gulf Boulevard
- The bay-side isles (Isle of Capri, Isle of Palms, Paradise Island). Waterfront homes with docks and lifts, many rebuilt or raised since 2024. A panel upgrade often includes a properly protected dock subpanel and a plan for equipment height relative to flood elevation.
- Sunset Beach. Older homes close to the Gulf, where exterior equipment takes the worst of the salt spray and space between houses is tight.
- Gulf Boulevard condos. The unit panel is usually the owner’s to replace; meter banks and common electrical rooms belong to the association and need its approval. Condos aren’t eligible for owner-builder permits in Treasure Island, so a licensed contractor pulls the permit.
- Hotels, restaurants and commercial buildings. We did a complete electrical gut and remodel at American Legion Post 158 here in Treasure Island: full demo, three new panels (one each for the main hall, kitchen and back offices), all new lighting, ceiling fans, outlets, and door access control. Panel only, or a service upgrade too?
A new panel replaces the box and breakers; it doesn’t add capacity. If you’re adding an elevator, more AC, a pool heat pump or an EV, we run a load calculation first. Sometimes the existing service is fine. Sometimes the home needs a service upgrade with a new meter base and conductors coordinated with Duke Energy, and if flood rules require the meter or panel to move up, that often settles it. Each piece goes on its own line.

Treasure Island panel upgrade FAQ
How much does a panel upgrade cost in Treasure Island? That depends on the panel you choose, the size of your service, whether the permit path requires moving equipment higher, and what the site visit turns up. You get an itemized quote after we’ve seen it.
Can I get a panel change-out permit over the counter? Possibly. The city can issue one over the counter with a complete application when no technical review is triggered. Pre-FIRM homes, homes below the design flood elevation, large jobs relative to the structure’s value, and properties with other open permits go through regular review.
My house was built in 1968. What does that mean for my panel job? It’s pre-FIRM, so expect technical and floodplain review. The upgrade is usually still straightforward, but it takes longer to permit and equipment placement may have to meet elevation rules.
What do I need to provide for the permit? Proof of ownership and your signature where the owner has to sign. We prepare the wiring diagram, the application and any boat-lift documents.
My power was cut after the storm. How do I get it back? We inspect, make the needed repairs under permit, and complete the city’s Structure Adequacy & Safety for Service Affidavit with you. After inspection, the city releases the service to Duke Energy for reconnection.
