East Lake can be confusing. The corridor east of Lake Tarpon has addresses that read Palm Harbor, Tarpon Springs or Oldsmar, yet most of it is unincorporated Pinellas County with one community name. For an EV charger, sorting out “which East Lake” decides the permit office, the utility and the HOA rules, so we do that before anything else. Sorting out your address
- Permit. Most East Lake homes are unincorporated, so the electrical permit is issued by Pinellas County through its online Access Portal. If your parcel turns out to be inside Tarpon Springs or Oldsmar city limits, that city permits it instead. We check the parcel before quoting.
- Utility. Depending on the street, East Lake homes are served by Duke Energy Florida or Tampa Electric (TECO). Duke and TECO adjusted some of their service boundaries in this area under a 2026 territorial agreement, so go by your current bill, not a neighbor’s.
- Association. Most East Lake communities are deed-restricted, and several are gated.
Incentives depend on the utility
If you’re a Duke customer: look at the one-time EV Charger Prep Credit, which applies to make-ready wiring, conduit and panel work but not the charger itself, and the monthly Off-Peak Charging Credit for Level 2 charging during Duke’s off-peak hours. We itemize make-ready work so it’s easy to submit.
If you’re a TECO customer: look at Energy Planner, TECO’s time-of-use program with a scheduling device, and Prime Time Plus, a monthly credit for hardwired Level 2 chargers that accept occasional brief pauses.

Gated golf communities
East Lake Woodlands, a large gated master association with an Oldsmar mailing address, plus Cypress Run and Crescent Oaks to the north, have their own architectural review and gate procedures. For these communities we: – Keep the charger inside the garage where possible. Florida’s HOA statute generally doesn’t let an association restrict equipment that can’t be seen from the street, neighbors, common areas or the golf course. – Prepare a spec sheet and site sketch for any exterior work, and wait for approval. – Arrange gate access with you ahead of the install day.
Villas and attached homes in these communities may share walls or have panels in tight spaces, which affects the route.
Homes by age
East Lake has about 33,300 residents (Census ACS 2020–2024), and its median home was built in 1990. – Boot Ranch and other 1980s–’90s neighborhoods usually have 150- to 200-amp service and panels on the garage’s outside wall. A dedicated 40- or 50-amp circuit often fits after a load calculation. – Keystone and Woodfield, built mostly in the 2000s, generally have 200-amp service and simple garage runs. – Larger lots near Keystone Road and Brooker Creek may have detached garages or workshops, where charging means a feeder or a longer circuit.

Charging for East Lake commutes
East Lake Road and Tampa Road feed toward Oldsmar and the bridges into Tampa, and north into Pasco. A 32-amp charger on a 40-amp circuit, sized at 125% of the charger’s rating for a continuous load, covers those round trips overnight for most EVs. Two-EV households can share one circuit with power-sharing chargers.

My mailing address says Oldsmar. Who issues the permit? Many East Lake Woodlands and nearby homes have Oldsmar or Tarpon Springs mailing addresses but are unincorporated Pinellas County. We check your parcel and file with the right office.
Is my East Lake home on Duke or TECO? It depends on your street, and some boundaries were adjusted in 2026. Your current bill is the answer.
Will the East Lake Woodlands association need to approve my charger? A charger inside the garage generally isn’t visible and usually doesn’t need approval. Exterior equipment goes through architectural review, and we provide the paperwork.
My Boot Ranch home has its original panel. Will I need an upgrade? Not necessarily. The load calculation tells us whether the circuit fits, needs load management, or calls for panel work.
How much does it cost? It depends on the panel, the run, the charger and the community’s requirements. You’ll get an itemized quote after a site visit.
