What we find in Lealman panels

Lealman has about 20,600 residents, and its median home was built in 1968 (Census ACS 2020–2024). Most homes are 1950s–70s concrete-block houses, many of them rentals, with manufactured-home communities and light-industrial shops mixed in. The panel problems are predictable:

  • Original panels 50 to 70 years old, and some fuse boxes, often undersized and easy to over-fuse.
  • Federal Pacific (Stab-Lok) and Zinsco panels with well-documented breaker concerns. Florida insurers commonly flag these on a 4-point inspection. More on FPE & Zinsco →
  • Small services (60 to 100 amps) carrying central AC, a water heater and modern appliances they were never sized for.
  • Full panels with doubled-up breakers after decades of add-ons and owner changes.
  • Aluminum branch wiring in some homes built from the mid-1960s to the early ’70s, which needs approved connections at the panel and devices. Rewiring →
  • Exterior panels and meter cans worn by years of humidity and wind-driven rain.

Signs your Lealman panel needs attention

  1. You still have fuses, or you’re replacing them often
  2. Breakers that trip often, or feel warm or buzz
  3. Lights that dim when the AC or another big appliance starts
  4. A burning or hot-plastic smell near the panel (turn off the main if it’s safe and call us right away; we take emergency calls 24/7)
  5. Rust, water stains or a cover that won’t close
  6. A home inspector or insurance agent has flagged it

Breaker replacement or a full panel upgrade?

If one breaker is worn out and the panel itself is a sound, current brand with clean bus bars and room to spare, we can often replace just the breaker or add the AFCI/GFCI protection the home needs. We recommend a full panel upgrade when:

  • The panel is Federal Pacific, Zinsco or another brand where replacement breakers don’t fix the underlying risk
  • The bus bars are burned, pitted or corroded
  • Replacement breakers are obsolete or hard to find
  • There’s no room for the circuits you need

We’ll show you what we see, with photos, and let you decide.

Landlords and rental properties

A lot of Lealman homes are rentals, and the panel is often what holds up an insurance renewal or a sale. We can:

  • Fix exactly what a 4-point inspection flags, and give you documentation when we’re done
  • Coordinate access with your tenants and keep the power-off window as short as we can
  • Quote several properties at once, each on its own itemized quote

On one Largo home, we fixed what the 4-point report flagged in one day instead of replacing every panel in the house. Read the 4-point case study →

Manufactured homes

Lealman has a number of manufactured-home communities. These homes have specific code requirements for service equipment and feeders, and community rules may apply. Call us and tell us about it, and we’ll tell you up front what’s needed.

Shops and light industrial

Auto shops, contractors and light-industrial businesses along 34th Street N and 54th Avenue N call us when new equipment needs more capacity, a panel or subpanel is overheating, or an inspection calls out the electrical equipment. We assess the service and panel, add subpanels or replace panels as needed, and can schedule shutdowns for off-hours. See commercial electrical service.

Panel upgrade, service upgrade or SPAN?

A new panel replaces the box and breakers but doesn’t add capacity by itself. If you’re adding major loads, we run a load calculation first. Sometimes a new panel on the existing service is all you need. In many older Lealman homes on a 60- or 100-amp service, you also need a service upgrade, with a larger meter base and service conductors coordinated with Duke Energy. Each piece goes on its own line of your quote.

Want to monitor and control every circuit from your phone? A SPAN smart panel replaces your panel entirely, and with SPAN PowerUp™ it can manage EV charging to keep the home within its service rating, which can sometimes avoid a utility service upgrade.^ We’re a SPAN Authorized Installer with 20 SPAN installs. Solar and batteries are installed by our licensed partner installers; we handle the electrical work and manage the project.

Permits in Lealman: Pinellas County

Lealman is unincorporated, so permits come from Pinellas County Building & Development Review Services (440 Court St., Clearwater), through the county’s online Access Portal, not from the City of St. Petersburg or Pinellas Park, even if that’s what your mailing address says. The county schedules and performs the inspection.

  • Utility: Duke Energy Florida. We schedule the disconnect and reconnect when the meter has to be pulled.

A panel replacement always needs a permit. Unpermitted panel work can cause trouble with insurance claims and when you sell.

What a Lealman panel upgrade includes

  1. Site visit. Panel, meter, grounding and bonding, wiring at the panel, and what you plan to add.
  2. Itemized quote after the site visit. Every part of the job on its own line. No panel prices over the phone.
  3. Pinellas County permit and Duke Energy coordination.
  4. Installation, usually in one day for a home. Power is off for part of the day. Every circuit is tested and labeled on a printed directory.
  5. Whole-house surge protection at the panel. The electrical code adopted in Florida requires it when a home’s service equipment is replaced. See whole-house surge protection.
  6. Inspection. We schedule it and meet the inspector.

Lealman panel upgrade FAQ

How much does a panel upgrade cost in Lealman? It depends on the panel, your service size, the condition of the meter base and grounding, and any code corrections an older home needs. We give you an itemized quote after a site visit.

I have a St. Petersburg address. Why is my permit from Pinellas County? Because Lealman is unincorporated. The permit follows the property’s jurisdiction, not the mailing city. We pull county permits all the time.

My house still has a fuse box. Do I need to replace it? Fuse boxes can still work, but they’re often undersized and easy to over-fuse, and many Florida insurers won’t cover them. Replacing one with a modern breaker panel and surge protection is one of the best safety upgrades for an older home.

How long will my power be off? Most home panel replacements are done in one day, with the power off for part of it. If the service is being upgraded too, it can take longer, and we’ll tell you up front.

I own a rental. Can you work around my tenants? Yes. We coordinate access, keep the power-off window short, and send you the documentation for your insurer when we’re done.

My insurer flagged my Federal Pacific panel. What now? Send us the inspection report. We’ll schedule a site visit, give you an itemized quote, and pull the permit once you approve it. After the final inspection we can give you the documents your insurer asks for.
