That’s a real daily mileage, and it’s why many of them want a properly sized Level 2 charger rather than a wall outlet. Sizing for a cross-bay commute
A round trip from Safety Harbor to Westshore or downtown Tampa is the kind of daily driving that a 120-volt outlet can’t keep up with overnight. A 240-volt Level 2 circuit can. The right size depends on your car’s onboard charger and your panel, not on the biggest charger on the shelf.
- 40-amp circuit (32-amp charger): covers a cross-bay commute overnight for most cars.
- 60-amp circuit (48-amp charger): worth it if you have two EVs, a long-range truck, or you often arrive home late and leave early.
- Two cars, one circuit: many wall units can share one circuit and split the power, so the second car doesn’t force a bigger service.
The housing stock: two different eras
Safety Harbor’s median home was built in 1984 (Census ACS 2020–2024; about 17,000 residents), but that average hides two very different groups.
Older homes near downtown. Cottages and bungalows around Main Street and the streets toward the bay are older. They often have smaller services, older panels, and garages too small for a modern car, if there’s a garage at all. Expect a closer look at the panel and possibly an outdoor charger by the driveway.
1980s and 1990s subdivisions. Neighborhoods such as Philippe Woods, a tree-lined pocket off Marshall Street near Philippe Park, have homes that usually have 150- or 200-amp service and an attached garage. These are often straightforward jobs, unless the panel is already full after a pool, a newer AC and a remodel.

Who issues the permit
This is the part that surprises people: Safety Harbor doesn’t issue its own electrical permits for private property. Under the city’s interlocal agreement with Pinellas County, in place since May 2021, building permits and inspections are handled by Pinellas County. Your EV permit is filed through the county’s online Access Portal, and a county inspector signs it off. We prepare the application and load calculation and meet the inspector.
Duke Energy’s off-peak windows fit a commuter
Safety Harbor is mostly Duke Energy Florida territory. Check your bill, because a few streets near the county line can differ. Duke’s Off-Peak Charging Credit pays Level 2 owners a monthly bill credit for charging only in its off-peak windows. On weekdays, those are 10 a.m. to 6 p.m. and 11 p.m. to 5 a.m.; weekends and holidays are off-peak all day. If you’re on the road during the day, the 11 p.m. window is when your car is home anyway.
The alternative is Duke’s residential time-of-use rate, which you can’t combine with the credit. Duke’s one-time EV Charger Prep Credit applies to qualifying make-ready wiring, not the charger itself. Confirm current terms on Duke’s site. Townhomes, HOAs and garden condos
Florida’s HOA statute (Section 720.3045) generally keeps associations from restricting items on your lot that can’t be seen from the street, neighbors or common areas, so a charger inside your garage is usually your decision. An exterior unit, or anything on a shared townhome wall, may need approval first. In a condominium, Section 718.113(8) lets you install a charger in your limited common element or assigned space, subject to separate metering, insurance and reasonable placement rules.
Main Street businesses
Restaurants, studios and offices along Main Street ask about chargers for staff and customers. We look at the building service and the parking layout, and recommend a realistic number of ports with load management. See our commercial electrical work.
How the job runs
- Photos first. Send the panel with the door open, the meter, and the spot where you park.
- Site visit and load calculation. We look at the route, the mounting height and the cable reach.
- Itemized quote after the visit. No prices over the phone.
- County permit. Filed by us through the Pinellas County Access Portal.
- Install. A few hours for an attached garage near the panel. Longer for a detached garage, a carport run or a subpanel.
- Inspection and setup. County sign-off, then we set the charger’s amperage and schedule.

Do I get my permit from the City of Safety Harbor? No. Under the city’s interlocal agreement, electrical permits for private property go through Pinellas County, and county inspectors do the inspection. We file it for you.
I drive to Tampa every day. What charger size makes sense? For most cars, a 32-amp charger on a 40-amp circuit refills a cross-bay commute overnight. Two EVs or a big truck may justify 48 amps if the panel can carry it.
Can I get paid by Duke for charging at night? Duke Energy Florida’s Off-Peak Charging Credit gives Level 2 owners a monthly bill credit for charging only in off-peak windows. It can’t be combined with the time-of-use rate. Check Duke’s site for the current terms.
Our downtown cottage has an old panel. Is a charger still possible? Usually, but the panel may need attention first. We’ll do a load calculation and tell you plainly whether a panel or service upgrade has to come first.
