Since Hurricane Helene’s surge in September 2024, a lot of Madeira Beach properties have been gutted, rebuilt, raised or re-wired, and many owners are adding EV charging as part of that work. After Helene: a word on flooded EVs
Pinellas County warned after Helene that electric cars, golf carts and e-bikes soaked in saltwater can catch fire days or even weeks later. Officials told owners not to charge, drive or park a flooded EV in a garage. Have it inspected and keep it at least 50 feet from anything that burns. One more reason to plan your charger’s location carefully: if a storm is coming and your parking floods, the car belongs on higher ground, not plugged in under the house.
Raised homes and parking underneath
Many new and rebuilt Madeira Beach homes sit above enclosed or open parking. Florida’s flood-resistant construction rules generally want electrical equipment that serves the building at or above the required flood elevation, with limited exceptions. Where exactly a charger, its disconnect and any new panel can go under an elevated house is a question we settle with the City of Madeira Beach Building Department before we quote. The usual answer is:
- The panel and main disconnect stay up at living level or on an elevated platform.
- The circuit drops down in conduit to a charger mounted as high as the cable allows.
- Everything outdoors is rated for wet locations, with corrosion-resistant hardware.
If your home is being rebuilt or substantially improved after storm damage, tell us early. It’s far easier to plan the charger circuit into a new elevated panel than to add it afterward.
Older ground-level homes and Crystal Island canals
Madeira Beach’s housing is older than most people think. The median home was built in 1974 (Census ACS 2020–2024, about 4,000 residents). Ground-level block homes on the bay side and canal homes on Crystal Island often have boat-lift circuits, pool pumps and older panels in a salty garage. Salt air corrodes breakers and lugs faster than it does inland, so we open the panel before we promise a circuit. If it’s worn, the fix is a Madeira Beach panel upgrade, or a service upgrade if the meter can’t carry the load.
Gulf Boulevard condos and the John’s Pass area
Condo owners have real rights here. Under Section 718.113(8), Florida Statutes, the association can’t prohibit a charger in your limited common element or assigned parking space. It can require:
- separate metering or an embedded meter, billed to you;
- a licensed contractor;
- a certificate of insurance naming the association, within 14 days of approval;
- reimbursement of any insurance premium increase the charger causes; and
- reasonable standards for size, placement and appearance.
Boards can also install shared chargers on the common elements for residents and guests, and the statute says that isn’t a “material alteration.” Some buildings rebuilding garage-level electrical rooms after Helene are looking at exactly that. We survey the meter room and can price one owner’s circuit or a shared setup.
Vacation rentals
A charger is a practical amenity for rental guests who arrive by EV. For a rental, we usually recommend a hardwired charger with access control or app-based scheduling, mounted where guests can’t trip over the cable on a shared driveway.
Permit and utility
Every EV circuit is permitted through the City of Madeira Beach Building Department at 300 Municipal Drive. Applications, fees and inspection scheduling run through the city’s online MGO Connect portal. We file it, include the load calculation and flood-elevation details, and meet the inspector.
Your utility is Duke Energy Florida. If you’ll charge overnight, compare Duke’s time-of-use rate with its Off-Peak Charging Credit for Level 2 owners (you can’t combine them), and ask about the one-time EV Charger Prep Credit for make-ready wiring. Check Duke’s site for current terms.

Beach-town wiring takes a beating from lightning and salt. A whole-house surge protector protects the charger and the car. My car was in Helene’s surge. Can I charge it at home? Not until it’s been inspected. Pinellas County’s guidance after Helene was not to charge or garage a saltwater-flooded EV, and to keep it at least 50 feet from anything combustible.
Can the charger go under my elevated house? Often, yes, but the panel and disconnect usually stay at or above the required flood elevation, with the circuit run down to the charger. We confirm the details with the city before we quote.
