Building or repairing after Helene? Plan the charger now

If your home is being elevated or rebuilt, have the charger circuit added to the electrical plan before the walls close. The parking level under an elevated home is limited to parking, access and storage, so electrical equipment there is kept to a minimum. A charger serving the car parked there is a reasonable use when:

  • The circuit comes down from the living level instead of running low across the slab
  • The charger and its connections are mounted high on a column or wall, within reach of the cable
  • Disconnects and junction boxes stay elevated and sealed against wind-driven rain
  • Fittings and fasteners are stainless or corrosion-resistant, because plain steel doesn’t last long a block from the Gulf

Adding it during construction means one permit and one inspection, with no surface conduit added later.

Original cottages and older homes

Indian Rocks Beach has about 3,700 residents, and the median home was built in 1981 (Census ACS 2020–2024). Homes that didn’t need a rebuild often have a 100- or 150-amp service already carrying central AC, a pool pump and sometimes a dock lift. Parking may be a carport, a single garage or a driveway. We run a load calculation first. If the numbers are tight, a charger capped at a lower rate or scheduled overnight usually fits. How much charger does an island driver need?

Most trips from here are short: across the bridge to Largo or Seminole, down Gulf Boulevard or up to Clearwater. A 32-amp charger, or even a 24-amp setting, refills that overnight without straining an older service. Save the big circuits for two-EV households or long daily commutes to Tampa.

Duke Energy’s off-peak options

Indian Rocks Beach is Duke Energy Florida territory, and Duke rewards home charging outside its peak hours in two ways that can’t be combined:

  • Off-Peak Charging Credit: a monthly bill credit for residential customers with a Level 2 charger who charge only in Duke’s off-peak windows (weekdays roughly 10 AM–6 PM and 11 PM–5 AM, plus weekends and holidays). You can’t be on a time-of-use rate.
  • Time-of-use rate (RST-1): lower prices in an overnight discount period and higher prices in the weekday evening peak.

Either way, a charger with a built-in schedule does the work. We set it up for the plan you choose. Check current terms with Duke Energy before enrolling.

Rental owners

A charger can help a short-term rental stand out, but it shouldn’t overload the house when guests also run every AC and the pool heater. We recommend a charger with access control and adjustable power, set to fit the load calculation. We can usually install between check-out and check-in. Tell us the turnover schedule.

Condo owners on Gulf Boulevard

If you own a condo unit, Section 718.113(8), Florida Statutes keeps the association from banning a charger in your limited common element or exclusively assigned space. The board can still require a licensed contractor, a permit, separate metering and that you pay the costs. We prepare the drawings and details the board or property manager asks for.

Two steps to a permit

  1. City first, when it applies. The City of Indian Rocks Beach’s Planning, Zoning & Permitting office pre-approves work that involves zoning, flood or substantial-improvement questions. A charger under an elevated home or tied into a larger repair can fall into that category.
  2. County permit. Pinellas County Building & Development Review Services (440 Court St., Clearwater) issues the electrical permit through its Access Portal and does the inspection.

We figure out which steps your address needs, file everything and meet the inspector. Duke Energy only gets involved if meter or service work is part of the job.

Salt air and surge protection

Getting a quote

Send photos of the panel with its door open, the meter, where you park and anything else on the service, such as a pool, dock lift or generator. If you’re in the middle of a rebuild, send the plans or your builder’s contact info. We visit, run the load calculation and send an itemized quote with every part of the job on its own line. We’re elevating our house. When should the charger be planned? Now, as part of the electrical plan. Running the circuit before the walls close is cleaner, and the permit and inspection happen once.

Can the charger go under an elevated home? Usually, with the circuit fed from above, the charger and connections mounted high, and corrosion-resistant hardware. The city flood review and the county permit confirm the details.

Which Duke Energy plan works best for charging? If you charge mostly overnight and on weekends, the Off-Peak Charging Credit is simple. If you can shift other big loads too, the RST-1 time-of-use rate may be worth comparing. You can’t use both.

Do I need a permit? Yes. The county issues the electrical permit, and the city may need to pre-approve flood or zoning questions first. We handle both.

How is the price set? It depends on the service and panel, the distance to the parking spot, flood-elevation details and the charger. You get an itemized quote after the site visit.

Can I still get the federal home-charger tax credit? No. It only applied to equipment placed in service by June 30, 2026. Ask your tax advisor about anything else that may apply.
