The photos on this page come from a Clearwater home we upgraded. The house had the older arrangement you still see on a lot of mid-century streets here: a meter on the wall and a separate panel beside it. Upgrade the service, or just the panel?

They sound alike and get quoted differently.

Duke Energy’s part of the job

Clearwater is Duke Energy Florida territory. Duke owns the drop or underground lateral and the meter; the mast, weatherhead, meter socket and everything downstream belong to the homeowner. Duke’s service requirements say the contractor must notify the utility before breaking a meter seal, and Duke will only reconnect after the city’s inspection is approved. We handle those calls and schedule the outage so the house is dark for as short a window as practical, usually part of a single day.

Permits: city, county or a Belleair

  • City of Clearwater addresses go through the city’s online ePermitting system run by Planning & Development. Electrical work that changes the service always needs a permit there.
  • Unincorporated pockets with a Clearwater mailing address, common along US 19 and toward Largo, are permitted by Pinellas County.
  • Belleair, Belleair Bluffs and Belleair Beach are separate towns with their own building arrangements.

We look up the parcel before we quote so the right office gets the application. Unpermitted service work tends to surface at the worst moments: an insurance claim, a four-point inspection, or a closing.

Near the water: Clearwater Beach, Island Estates and Sand Key

Gulf salt eats meter cans and lug terminals faster than anything inland. On the islands we pick service equipment and fittings rated for the exposure and pay extra attention to grounding and bonding connections, which tend to fail first. Many of these lots sit in FEMA Special Flood Hazard Areas; if the work counts as a substantial improvement, or the home is being repaired after storm damage, the meter, disconnect and panel may need to go above a set elevation. We check the flood map and the floodplain rules before pricing anything. Hurricane Helene pushed saltwater into homes here in 2024, and equipment that sat in that water normally has to be replaced, not dried out.
