Why Bardmoor homes run short on power
Bardmoor has about 10,300 residents, and its median home was built in 1976 (Census ACS 2020–2024). Most of it is established single-family neighborhoods off Bryan Dairy Road, Starkey Road and Park Boulevard, including the golf-course streets around Bardmoor Golf & Tennis Club and the gated Bayou Club, with villas and townhomes mixed in. A lot of those homes were built with a service sized for the 1970s and ’80s, and since then they’ve picked up:
- Pools, spas and pool heaters, often added years after the house was built
- A second AC system or a bigger heat pump for an addition or a converted garage
- Kitchen remodels with electric ranges, wall ovens and more countertop circuits
- EV chargers, which are one of the largest continuous loads a house can carry
- Workshops, golf cart chargers and backup-power plans
The service that came with the house wasn’t designed for all of that at once. What we see at the meter: 100- to 150-amp services, a panel full of doubled-up breakers, original meter cans weathered by decades of humidity and wind-driven rain, and in some homes a Federal Pacific or Zinsco panel that should be replaced at the same time.
Signs your service can’t keep up: the main breaker trips on hot afternoons, lights dim when the AC or pool heater starts, there’s no space for the circuit you need, or an insurer, inspector or buyer flags the service.
Service upgrade or panel upgrade?
- A panel upgrade replaces the breaker panel. The amount of power coming in stays the same.
- A service upgrade increases the incoming power. That usually means a new meter can or meter/main combo, new service entrance conductors, a main disconnect, grounding and bonding, and a new panel, with Duke Energy disconnecting and reconnecting.
Plenty of Bardmoor homes only need the first. The load calculation tells us which one you need.
Load calculation first
We add up your existing and planned loads using the National Electrical Code method and walk you through the result.
- Sometimes a new panel on the existing service is enough. A 150-amp home adding one modest circuit may not need more service.
- Sometimes load management avoids the upgrade. Golf-course homes, villas and HOAs
- Golf-course and larger homes. Bigger square footage, two AC units and a pool are common here, so these are the homes most likely to need 200 amps or more. Where a home already has 200 amps and still runs short, we’ll look at load management or a larger service.
- Villas and townhomes. The panel in your unit is usually yours, but meter banks, exterior equipment and shared conduit may belong to the association. We check what applies, give your board the details it usually asks for, and coordinate with the manager when the work touches shared equipment.
- Gated communities. We’ll arrange gate access and schedule the utility disconnect so there’s one planned outage, not several.
Underground and overhead services
Depending on the street, a Bardmoor home may be fed by an underground service or by an overhead drop that runs through mature trees. Underground upgrades can involve the utility’s work at the transformer or pedestal; overhead upgrades usually mean a new mast and weatherhead, and sometimes trimming limbs back from the drop. We’ll tell you which applies to your house and what Duke Energy is likely to need.

Permits in Bardmoor: Pinellas County
Because Bardmoor isn’t an incorporated city, a service upgrade here is permitted by Pinellas County Building & Development Review Services (440 Court St., Clearwater). We file through the county’s online Access Portal, and the county inspector signs off before Duke Energy reconnects. Your mailing address may say Seminole or Largo, and a few streets near Bardmoor really are inside one of those cities, so we look up the parcel before we file.
- Utility: Duke Energy Florida. We schedule the disconnect and reconnect when the meter has to be pulled.
A service upgrade always needs a permit. Unpermitted service work can cause trouble with insurance claims and when you sell.

How much does a service upgrade cost in Bardmoor? It depends on your current service, overhead or underground service, the meter location, the panel and any grounding corrections. We give you an itemized quote after a site visit.
Do I need 200 amps? Not always. A Bardmoor home with a pool, two AC systems and an EV usually does; a smaller villa often doesn’t. The load calculation decides.
My address says Largo. Does the City of Largo issue the permit? Not if the home is in unincorporated Bardmoor; then it’s Pinellas County. Mailing cities don’t match jurisdiction lines here, so we check the parcel and pull the permit from whichever office actually covers it.
Can you upgrade the service on my villa? Often, yes. The unit panel is usually yours, but the meter bank may be shared. We coordinate with your association before we quote work that touches shared equipment.
How long will my power be off? Typically part of one day for a straightforward upgrade. Underground work and relocations take longer, and we’ll tell you the plan ahead of time.
Could a SPAN panel let me skip the upgrade? In some homes. SPAN PowerUp can hold back an EV charger or other big load so the house stays under its service rating. It requires qualification and enrollment, results are site-specific, and a home that adds a pool, a second AC and an EV may still need more amps.
